Seven years after assuming office as Governor of Adamawa State, Rt. Hon. Ahmadu Umaru Fintiri’s administration is being widely credited with laying a solid foundation for infrastructure renewal, human capital development, healthcare expansion, and economic growth across the state.
When Governor Fintiri took office on May 29, 2019, Adamawa was grappling with deteriorating infrastructure, poor healthcare facilities, high numbers of out-of-school children, and slow urban development.
Today, from Yola to Madagali, Toungo to Shelleng, and Lamurde to Maiha, the state is witnessing what many observers describe as a significant transformation under the “Fresh Air” administration. Infrastructure Drive Across the StateInfrastructure development has remained central to the administration’s agenda, with major road projects and urban renewal initiatives executed across the 21 local government areas.
Among the landmark projects are the Lamido Aliyu Mustapha Flyover, the Galadima Aminu Way with an underpass and interchange, alongside over 340 kilometres of roads constructed under rural access initiatives.Key rural road projects include the 11.2-kilometre Plum Road in Michika, the 14-kilometre Sukur Road in Madagali, and the 17.5-kilometre Mubi–Garta–Kamale Road, all aimed at boosting mobility, commerce, and access to remote communities.In the housing sector, the government completed a 1,000-unit housing estate in Malkohi, Yola South, targeted at civil servants and low-income earners.
The administration also invested in electricity and water supply projects, including the electrification of Toungo and upgrades to the Jada water scheme, while utility infrastructure was expanded to support the Fintiri 1000 Housing Units.Education Sector ReformsEducation reforms under the administration have focused on improving access, enhancing quality, and creating opportunities for students across the state.
The government flagged off the construction of 21 Model Basic Education Schools, one in each local government area, alongside three Mega Senior Science Secondary Schools located in Lamurde, Gulak, and Hong.In a major scholarship initiative, 110 Adamawa students were sponsored to study Engineering, Medicine, and Sciences in Turkey, while additional batches are being prepared for studies in Australia and Canada following the return of earlier beneficiaries from India.
The administration also partnered with the World Bank under the Better Education Service Delivery for All (BESDA) programme and launched the HOPE Education Programme to improve school enrollment and retention.Hundreds of schools have benefited from renovations, provision of modern furniture, teacher recruitment, and upgrades to technical colleges and secondary schools across the state.Expanding Healthcare Access
The Fintiri administration has equally made significant investments in healthcare delivery, especially at the grassroots level.More than 100 new Primary Healthcare Centres have reportedly been constructed across the 21 LGAs to improve access to healthcare services in underserved communities.Major hospitals, including the Specialist Hospital Yola, Numan General Hospital, Mubi General Hospital, and Ganye General Hospital, have undergone extensive upgrades with new theatres, maternity complexes, and laboratory facilities.
Special healthcare interventions introduced by the government include free kidney treatment programmes and the establishment of a modern medical laboratory at the Specialist Hospital in Yola.To strengthen the sector, over 2,000 health workers were recruited and trained.Economic Empowerment and MSME Growth.
The administration has also intensified efforts to diversify the state’s economy by supporting small businesses, agriculture, and entrepreneurship.
Through the Fintiri Business Wallet initiative, hundreds of thousands of residents have reportedly received ₦50,000 grants to support small-scale enterprises, with additional disbursements expected before the end of the year.Youth and women empowerment programmes coordinated through PAWECA have trained more than 20,000 beneficiaries in various vocational and entrepreneurial skills.In agriculture, farmers have benefited from the distribution of fertilizers, improved seedlings, tractors, and rural access roads aimed at enhancing productivity and improving access to markets.Fiscal Discipline and GovernanceOn governance and fiscal management, the administration says it has prioritized transparency, accountability, and prudent spending.Governor Fintiri recently presented a ₦583.3 billion 2026 budget tagged the “Budget of Sustainable Growth and Renewal,” with 64.07 percent allocated to capital expenditure.The budget earmarks ₦120 billion for works and infrastructure, ₦40 billion for education, and ₦31.9 billion for healthcare.According to government records, Adamawa currently ranks among the top states in fiscal transparency, placed fourth nationally on the Ease of Doing Business Index, while the administration has also reportedly reduced the state’s debt burden by more than half and secured a BBB+ investment rating.Civil servants have also benefited from prompt salary payments, including a one-month salary bonus approved in 2025 as an end-of-year package.Traditional Institutions and Social StabilityBeyond infrastructure and economic reforms, the administration has also addressed longstanding traditional and social issues.The creation of new chiefdoms and emirates has been credited with resolving decades-old disputes and restoring historical identities among communities.Government officials say youth empowerment programmes and social inclusion initiatives have also contributed to improved security and community stability across the state.Laying the Foundation for the FutureObservers note that one of the defining features of the administration has been its emphasis on building sustainable systems rather than isolated projects.Roads have been designed to connect markets and farming communities, schools are being strengthened with trained teachers and modern facilities, while healthcare centres are receiving staffing support alongside infrastructure upgrades.Speaking on the administration’s vision, Governor Fintiri had stated in 2020 that “for the generation yet unborn, there must be evidence.”With ongoing projects and fresh investments captured in the 2026 budget, analysts believe Adamawa is positioning itself as a model for inclusive growth and development in North-East Nigeria.For many residents, the transformation is already visible.“Adamawa has changed drastically. We used to watch other states grow while we lagged behind, but today, we can stand tall and speak proudly of our state,” members of the Nigeria Union of Journalists reportedly stated during a forum in Yola.Seven years after the “Fresh Air” administration began, many residents believe the foundation has now been laid for a stronger, more prosperous Adamawa State.
